Council considering ban on legal highs

City of Lincoln Council are considering banning the use of legal highs.

The proposals come as part of a four week public consultation announced by the council.

The consultation aims to gather public opinion on whether or not a ban on legal highs should be introduced under a Public Space Protection Order (PSPO).

As of October 20, under the Anti-Social Behavior, Crime and Policing Act, a council can implement a PSPO to prohibit any behavior which is seen as an effect to the community.

The order does not include, however, smoking of tobacco or medical substances.

If the ban is enacted, Lincoln would become the first city to introduce the ban in the country.

Sam Barstow, Service manager for public protection and anti social behaviour at City of Lincoln Council, spoke about the ban.

 

The consultation will be put to the Public Scrutiny Committee on December 15 and is hoped to be put to a full council on February 24.

If enacted, the ban will commence as of April 1 2014.
