More than 140 people have responded to a consultation on houses in multiple occupation in Lincoln.
The city council said more than 75% of those who responded said they were affected by HMOs.
Organisations such as the University of Lincoln Students’ Union are publicly opposing Article 4 in Lincoln noting that more houses are needed as the university constantly grows.
